Primary teachers in New Zealand: Tier 1 helps only after Teaching Council evidence is clear

A school offer is not the first gate
Primary teaching in New Zealand is registration-sensitive. A school can be interested in your profile, but the Teaching Council decides whether you can be registered and certified as a teacher. For a Pakistan-trained primary teacher, the right order is Teaching IQA, Council registration position, practising certificate pathway, school offer, then immigration route. That order protects you from treating a promising job conversation as if it already proves professional eligibility.
Teaching IQA tests whether your qualification fits New Zealand teacher education
NZQA explains that a Teaching IQA compares an overseas teaching qualification against New Zealand Initial Teacher Education standards and confirms the New Zealand education sector it best aligns with. That is crucial for primary teachers. A B.Ed can be a strong starting point, but the file must show primary teacher education, classroom practicum, curriculum breadth and supervised teaching practice. A title alone does not carry the whole argument.
Your B.Ed needs to tell a primary classroom story
A Pakistani B.Ed or equivalent qualification is most useful when the transcripts, practicum records and service letters all point in the same direction: primary classroom teaching. The Council and schools need to see year levels, teaching duties, practicum setting, dates and professional standing. Vague school letters weaken good applicants. Strong files translate local experience into New Zealand-readable evidence without pretending the Council outcome is guaranteed.
English, police checks, fees and timing should be planned upfront
Teaching Council registration is not only an academic comparison. The file also includes language competency, identity, character, professional standing and certified documentation. If IELTS Academic is used, the current published minimum is 7.0 in listening, reading, writing, speaking and overall, although other evidence routes may apply. As checked in July 2026, the Teaching Council fee schedule lists NZ$851.35 for an overseas teacher application for a new practising certificate, and the Council says applications usually take 6 to 12 weeks depending on complexity. NZQA Teaching IQA cost and timing must be checked separately.
Tier 1 is valuable, but it is not permission to skip the Council
Primary School Teacher is currently on the Green List Tier 1 Straight to Residence pathway after the March 2025 INZ change. That is commercially important, but it does not remove the professional gate. Green List teacher occupations still require Teaching Council registration and a provisional or full practising certificate, plus a qualifying accredited-employer offer. Use Tier 1 as a reason to plan carefully, not as a reason to rush family relocation before the Council file is understood.

Primary School Teacher is currently Green List Tier 1, but a Pakistan-trained primary teacher still has to pass the professional sequence first. Start with Teaching IQA, primary-focused Teaching Council registration evidence, language competency and a practising certificate position. Tier 1 can support residence planning only when registration, employer and immigration requirements line up.
What not to assume
- Do not assume a school offer substitutes for Teaching Council registration and a practising certificate position.
- Do not assume a B.Ed title alone proves primary certification. Transcripts, practicum and primary classroom evidence matter.
- Do not assume the old Tier 2 understanding is still correct. Primary School Teacher is currently Tier 1, but live settings must still be checked.
- Do not assume IELTS can be left until the end. If IELTS is your route, the current Teaching Council minimum is 7.0 in each skill and overall.
- Do not assume primary, ECE and secondary evidence are interchangeable. The level and setting must match the role.
What RTNZ would check before you commit
- Whether your B.Ed and transcripts clearly support primary teacher education.
- Whether practicum and service letters name primary year levels and real classroom duties.
- Whether your Teaching IQA strategy includes the main teaching qualification and any supporting qualification that may matter.
- Whether your English evidence is realistic for Teaching Council registration.
- Whether Tier 1, SMC or a staged work pathway best fits your family timing and document readiness.
